i have some questions for you first

are you planning to roll your fenders? if YES then i say 15 or 16x7 +25 will be lowest if not then just go with

15 or 16" x7 (+38-45 offset) w/ the correct size tires ie: 205/50/ 195/55-15 or 205/45-16 or 215/45-16

no rolling fenders.

How about 15" + 32 offset without rolling fenders is that ok? My car is going to be slammed. And I am probably going to use 195-50-15

it might still rub.....but sounds ok but then yer speedo/gearing will be off but if you don't mind then go for it

That's too small for a '99-00 Civic. Stick with 195/55-15 or 205/50-15.
