i was wondering if the rivets can be removed ?

They're just plastic that is glued/pressed in. If you can remove them without breaking them, then you may be able to re-install them.

what tool ? and could you replace them with other rivets? like these http://www.nlmotoring.com/product-p/kithd46004.htm possible to try ?

I wonder if you can drill them out then put actual bolts in like in that link... I like the rollers also

To be honest, there's not a special tool that removes those carefully. You'll have to just be creative when removing them, if you want to keep them from being damaged.

Those bolts (not rivets) should work fine, if you're willing to drill through the wheel's face to mount them properly. I'd make sure to use the proper sized drill bit, though (which would require having the hardware kit on hand).

Are you 100% positive they are plastic?

From what I've seen, they're almost always plastic. But, I haven't seen every one out there.

Another place you can check for replacement rivets is www.prestigewheel.com. They tell you how to measure them properly and I think they average around .50-.75 cents each.
