Yes, copper oxidizes over time. Cupric oxide is green, by the way.
To keep that from happening, you'll either have to regularly polish the wheels, or get the copper chrome plated. Normal "chrome" plated wheels are zinc plated (the reflective silver you can see) with chrome over the top of it, so I think you should be able to chrome the copper without killing the look.

yeah, i kno it turns green. but when you chrome plate it, it turns silverish. these mugen rnr's will oxidize over time, is what your saying? unless people polish them and ****. or are they specially treated. cause they dont look chromed
