am i measuring them wrong?
Rim size (both diameter and width) are measured at the "bead", the indent in the wheel where the inside edge of the tire sits, as shown in the diagram below. They are NOT measured from the outer edge of the lip, which is what you appear to be doing in the photo.
The difference in measurements is typically about an inch, so a 15x7 rim may indeed have dimensions of 8" from the outer edge of the outer lip to the edge of the inner lip (and if you measure the diameter from the edge of one lip to the opposite lip, it may look like 16"). It's still a 15x7 rim.
