Header Coating
I have a header that had a crack by the collector. The crack was welded up and ground smooth. The area around the weld and the weld itself no longer has the protective coating on it. Should I just paint the area with hi-temp paint or is there a better solution? It was ceramic coated, or appears to be. Thanks.

If the whole header was previously coated, I'd just use paint. I wouldn't expect more than 600* at that point. If nothing else, look into the tech line DIY coatings: http://www.caswellplating.com/aids/techline/
For just a smaller spot, it should be perfect. There's a few guys here that use that stuff, and it works great.

I'm going to have to suggest that you stay as far away from HPC as possible.
I have a Full-Race header that was treated at HPC and in less then 200 miles the coating started to fail. Instead of honoring their warranty, they made a general disclaimer that their warranty doesn't apply to Full-Race products. $300 wasted
HPC
As for your problem, I would also suggest just some high-temp paint. To get the entire header re-coated it would have to be completly cleaned and then coated. Probably an extra expense and a basic coating runs around 300$ anyway.

High temp VHT will work wonders. If you're looking for a thermal insulation, this is what you're after. Spray it on lightly - too much and it will flake off. Be sure to get the high 2000*? VHT.

I went to a place that sells wood stoves. They have a lot of different colors of paint in spray cans. I painted my downpipe and turbo 2 years ago and it is still holding up. It hasen't even changed color. GREAT stuff.
