Default Damaged ring gear

Been in the market for a new ring gear recently. Need to get some 2nd opinions...

Is this ring gear safe to use? There aren't any chips on the teeth, but on the surface...

Pics:

Input is appreciated. Thanks.

It looks like some idiot stripped a couple of ring gear bolts and cut them off with a 4 1/2" angle grinder. I wouldn't be worried about the gouges near the teeth, but I'd be a little concerned about the ones under the bolt heads.

If it was for myself I'd probably use it. I'd be extremely hesitant to use it on a customers car though.
