Default Automatic shifting issue

I've been searching, but no luck....yet. I have a '97 accord with an automatic that will suddenly downshift into second after a mile or so. Then it starts off in second, and will NOT upshift. If I turn the key off while driving, then re-start, it will shift into third, then same symptoms re-occur. I have pulled a code of "po715" from the computer.(input shaft speed sensor) Problem is, I have replaced "both" sensors and re-checked the circuits. Still have the same problems.
Anyone have some clues as to where to look next ? Any assistance is appreciated.
