Default wierd idle

My b16 swap has a wierd idle. when i first start the car when its cold it idles like it should. Then the idle surges a lot(no tach), and finally after it gets all warmed up the idle is rediculously high. I've cleaned the iacv and the fitv. I've sprayed the vaccume lines and intake manifold with carb cleaner. any ideas? im leaning towards getting a new iacv cause when the motor first got swapped in it threw a code. any other ideas?

so i got a new iacv and the idle calmed down. but yesterday i threw a few cels. 1(02), 3(map), 20(electrical load detector) and 41(primary 02 heater). I'm getting about 24 mpg and there is a lot of hesitation in low rpms. anyone have any ideas what went wrong this time? im gonna pick up a new 02 today. not sure which one to get , ive got a p72 ecu sir motor and its in a 92 sedan. all have different part numbers. anybody want to buy a civic? lol
