why is there gas in the ?gromet?

Default why is there gas in the ?gromet?

the gray thing on top of the fuel injectors with the wire connected to them i think they are called the gromet well anyway all of mine are dry which is how i think they are supposed to be and one is wet and gives off a gas smell very bad also my car isnt starting does anyone know why its doing that and if they may be what is making the car not start thanks.......i am thinking it may be a bad o-riing in the injector but i am not sure
