Where does the VREF pin from the ecu go to?

Where does the VREF pin from the ecu go to?
Where is this suppose to hook up to? Will the car not start if this is not hooked up? The reason I ask, is I did a Y2k H22 swap into a 98 dx, and it will not start. I am using an aem ems, and I just checked the whole wiring, and this is the only thing that is not connected on the ecu. Thanks in advance.
