where does this vac hose go???

got a jdm b18c "gsr" in a em1 with a skunk2 manifold. theres a vac connection on the on the front middle of it if your looking at it ,wheres it supposed to go or is it supposed to be blocked of like it is?

Its the one that points toward the front of the car, below there logo plate
