Default wheel bearing replacement problem

I had the wheel bearing replaced seems I have a problem when install. The hub studs touches the knuckle and the hub will not spin. The machine shop says it s suppost to go all the way in when the press it in. I have no idea what the problem is does any one know if there is another part in the back of the bearing that it was suppost to be replaced along with the bearing like a retainer that might be worn out. Any help will be appreciated

The only thing that is holding the wheel bearing is a huge C-clip. Look in the back of of the wheel bearing and see how far did the hub protrude out. Should only protrude out about a few mm.

I could see the c clip and the bearing is right on it the hub it self is touching the knuckle. I had the hub removed from the knuckle.
