check for any vacuum leaks. if there is a vacuum leak your o2 sensor will read a lean mixture and then will richen the crap out of it so that could be your fuel mileage problem. a vacuum leak would also cause you to have an inconsistent idle. may even cause your staring problem. pull your plugs out and see what they look like and smell them. if they reek of fuel then you know your running rich. check your fuel pressure regulator as well. also check your iac valve for your idle problem. hope i was any help at all.

Not sure how you would check your fuel pres. reg. other than seeing if its bolted down and the lines are on there lol. Anyway. I would do a tune up. Its always a good thing to do for a car that is starting to get older or get a few miles on it. New cap, rotor, plugs, wires, maybe even a fuel filter, air filter if needed. Stuff like that. Little things can make it run like ****. Do you have a check engine light on? If so what codes is it throwing?

It does sound like you may have a vacuume leak. But like the other guy said. Take the plugs out, but dont just smell them. Look at the color of each of them. If it looks white then your running too lean and your plugs are getting too hot. If it has a redish tint then its running good. If its black then your running too rich and carbon is building up on it.

You might also think about doing a good sea foam job. It will help with carbon build up on pistons, valves, and intake. But that will just help it run a bit better. So you have a few things to check out. Keep us updated.
