It's a dwell meter, for measuring dwell angle with an old points-&-condensor type ignition. You would use it to adjust your breaker points.
It can double as a duty-cycle meter if I can remember the equation to convert...
The tach setting makes it into a tachometer. Pt.Res. makes it an ohm-meter for measuring resistance across the points.
