What would cause the power steering to go?

What would cause the power steering to go?
I was driving my grandparent's mid-90s buick today and out of no where in the middle of driving, the power steerign just decided to stop working. i checked the power steering fluid, the belt, and the fuse and they were all fine. anyone know what the problem could be?
