Default What should I do to fix code 41?

Hi my sister got a cel on her 96 civic ex, pulled code 41 which is Primary Oxygen Sensor - Heater circuit malfunction. Do I just replace the sensor? All connections look fine. Thanks.

Check for resistence between the two black wires on the O2, if it is 0, then replace it.
