what does this do?

98 dc4. its behind the headlight housing.

not the wire. the black thing below that.

It measures the horizontalness of the headlight's aim.

Is that even a werd?

do you mean that thing with green liquid and a bubble in it? if so, thats not it. this thing is right above the level.

The thing in the pic is the adjustment meter for the left-to-right (horizontal) headlight adjustment. I have never touched that as long as I've owned my car. I only mess with the vertical adjustment.
