what do i need to set up my laptop

Get a socketed (chipped) P28 ECU is your first order of business. In order to datalog(monitor engine performance), you will need this.
Next, you will need some parts. You will need the datalogging port on the ECU soldered on as well. Most chipped/socketed ECU's have this already done.
I bought my parts from http://www.moates.net, but there are other places as well. You will need the datalogging cable, a laptop with USB or a Serial connection, and the software.
As far as software goes, if you want to go with the cheapest possible route, use ECU Control and Crome. Both are free and will allow you to adjust your ECU and monitor and log engine parameters.
Oh, and a wideband O2 sensor is recommended too. HIGHLY recommended.

Definately say crome or cromepro. pgmfi.org is your best bet for advice and guidance and the guys there are no bullshit like most on H-T have become.

The only thing I feel to add is that a P28 isn't a requirement. There are several different OBD1 ECU's that will also work. It is a good generic ECU, available for a resonable price.
