I just bought a 01 Civic for $100. It's been sitting for a while and some neighbor hood kids got in and messed with the engine compartment. The two wires that run across the engine were unplugged from the grey box in the top left corner (see below) and it looks as if something is missing from the black tube that plugs into the grey box. I know absolutely nothing about Honda power trains so some help identifying what's missing would be greatly appreciated! The owner said the car would start up fine until these wires were tampered with; now it cranks but won't turn over.
That is the cruise control actuator. Should not stop it from starting, but for $100 even if you have a major problem your still gonna come out on top. Camshaft and crankshaft sensor failures are common on those model cars and would cause it not to start.

Ok thanks for the clarification. I bought it to part out unless I can get it running and running well. Has 133k miles and the driver's door and rear end we're both hit. Maybe it's just out of gas...
