Weird blip at 1500 rpms

Weird blip at 1500 rpms
I swapped a 1 gen B16 into my 93' Integra. I am running it on a OBD-1 P30 ecu. And when apply alittle gas the engine gets to 1500 rpms and almost sounds like it wants to bog out. But with more gas it goes through that rpm and revs happily but can't hold a rpm above 1500 rpms it just wants to keep revving higher. Someone Please Help. Thank you
