Default Engine Water Damage Question

Well my brothers car has water damage and the car still cranks but will not start.We drained the oil and alot of water came out for the first 10seconds and then the oil followed.The sparkplugs were wet and we took them out and tried starting it like this since this is what people told us to do.The car does sit low and has a cai so it had to have sucked up water.The engine is not locked and cranks but will not start.If you look down into where the sparkplugs sit there is still water with oil in there.What should be the next step..info would be helpful. the engine is a H22a jdm motor
