Default VTEC problem

Yes, another vtec not working thread. I have a B18c5 with a C1 cylinder head and I don't think Vtec is engaging. I do not hear anything and it is not getting anywhere at high RPM. I checked for oil pressure which is good, and checked to see if vtec solenoid was in working condition which it was. The gsr head that I'm using was used for an LS/VTEC previously. It still has the oil passage plugged @ the head because whoever plugged it... stripped the screw. So I am feeding it from the back of the head like an LS/VTEC. Could this be part of my problem? Any help would be appreciated.

Oh yea forgot to add, there are no CEL either.
