Default vtec jerks and then goes

i have a obd 0 b16 swap in my 91 DA with a CTR intake cam and gsr exhaust cam. now when vtec hits it jerks and then suddenly goes. is this because the crossover is @5000? would it benefit with a higher vtec crossover? or is there somthing else i could do to help the engagement be more smooth? i dont wanna spend $$$ for a Vafc if maybe adjusting the fuel pressure or anything like that can help.
btw there is nothing done to the car other than that and a CAI. stock pr3 ecu

I have the same swap with CTR cams in my DA. I used the stock PR3 ecu for awhile, and notice it would bog in vtec. I believe the cams dont make much power till about 5500rpm, so I got my ecu chipped and vtec set to 5800. MUCH smoother, pulls hard till redline
