i am not a newbie, but there is very little info out there about vtec-e, my 99 hx is rated at 116hp at the flywheel, which is 9 less then a ex, can it be tuned like a sohc vtec ex? motor swap will come later, but in the mean time?
peak hp or tq is not as important as where that power is made through out the rev band. im not sure how to explain it clearly but worry about how much power you are making and where you are making it.

Me too. But, I think I just save my money for the swap. To answer your question, yes it can be tuned. No, you don't want to because the gains suck. If you want to get some performace just do the I/H/E. But, those won't fit once you do the swap. Well, the header won't. (which just happens to be the most annoying part). I suggest that if you plan to do the swap save your money for it and you will have it that much sooner.....I want one bad now. I can beat a stock EX in my HX but, I got my butt smoked by a Integra that cut me off this morning.
Wait, Change that, dude in the meantime hook up the suspension and brakes. That is what I have been doing.

Yea, I did I/H/E on my Hx, but to no avail. My car was still slow as ****. At best I could run consistant 16.6's. 
Just save your money for a swap, it will be better for you in the long run. Oh, in the mean time, do what I wish I did. Slap nitrous on your ****, don't engage below 3000 rpms and full throttle, and beat the **** out of the d16y5. If it breaks, get the swap a little sooner then planned!
