if you speak of 92-95 SOHC engines, yes a Z6 dizzy will fit onto a non-VTEC 92-95 head with a slight modification (using a dremel) to the top mounting leg; by enlarging the top mounting hole.
Note, that only this 1 leg will mount up, the 2 other mounting leg holes will not match up to the non-VTEC head.

B18A/B & B20 dizzy's are all intercheageable with B18A/B's & B20 heads. That's a given.
Bseries VTEC dizzy's are obviously not interchangeable with Bseries non-VTEC heads. You'll need to modify the VTEC dizzy in order for it to fit onto a non-VTEC head, but that's just plain ghetto and might not last...
