is it better to have vtec kick in @ a lower or higher rpm. or does it depend on how u build your motor

Dyno runs are the only TRUE way to tell if your VTEC needs to go higher or lower.

very true statments... yes the motor and its stage of modification plays an important role. other issues type of driving (drag, circuit, daily driving)

on a stock motors best to keep it stock.
b16a with mild bolt ons is fine with 4800-5500rpm vtec
b16a with cams and more bolt ons usually will be best at 5000-5800rpm
b18c1 gsr with cams and bolt ons but stock intake = 4800-5000rpm
b18c1 gsr with skunk2, cams and bolt ons = 5000-5400rpm
ITR motor stock = 5200-5500rpm
ITR fully built with JUN/TOda/skunk2 (2 or 3 stage) cams = 5800-6400rpm
H22A with some mild bolt ons 4800-5200rpm
d16z6/y8 with mild build up = 4400-4800rpm
d16z6/y8 with wild cam = 4900-5200rpm

these figures are from many tests and dynos I have witness
