Default VSS: speedometer inoperative + high reference voltage

Hello,

I have a 97 Integra LS with a GSR swap. Post swap my speedometer pointer started jumping around the scale and now does not work at all. At first I thought it was a VSS and I have a couple good ones,. So I just swapped it out. No improvement. Tach and all other gauges work.

Then I checked the VSS harness and am getting a high voltage reading on the reference wire.

Ground: good continuity
Signal:~ 12v
Reference : 9V (should be 5V).

I've looked at the harness itself and cannot see any specific areas of the VSS wires causing this issue. Tried 2 ECUs, and same issue.

Any insight on what I should track down next? Is there a shared circuit somewhere?
