Default Valve Seal Installation

I'm in the process of replacing my valve seals on my b16 head. Do the seals sit all the way down on the spring seats? The seat can still move around and I can't get the seals down any further. Should I have used oil on the inside of the seal to get it down to the seat? I've searched but I didn't see anyone talk about this. Please help if you can.

how I did it was use a socket that fits perfectly around the valve stem seal (right over the spring part). I just gently tapped it into place over the valve guide till I could feel it bottom out. make sure you do it lightly cause you could destroy the seal.

That's what I did, but it looks like there's a gap between the seal and the valve seat. the seat can move around and I didn't want to force it on, messing up the seal.

the valve stem seal isn't supposed to go all the way down to the bottom retainer. it's just fits snugly over the top of the valve guide.
