Default Valve question(does this look o.k??)

I'm changing my first headgasket and when I pulled off the head I noticed that the 2 exhaust valves on cylinder 2 were open. I set the timing at tdc before removing the head and didi everything by the book thusfar. Is it normal for these valves to be open at this point of rotation on the cam??? I'm new to this so bare with me.


All other valves are closed except exhaust valves#2

your goof\d tdc cyl 1. means that only the cylinder 1 is at tdc the cylinder 2 is on the exhaust stroke at this point. being that the firing order is 1342.
