VAFC-- throttle position jumps around-- is this normal?

Default VAFC-- throttle position jumps around-- is this normal?

i know its working right cus at no throttle the voltage sits still and at wide open throttle it sits relatively still at 4.5V but in between it jumps all over the place. when i am driving down the street and hold a steady throttle the throttle% is fluctuating rapidly and its not percentages that are even close for example: it can go from 9%-30% at a steady throttle......... anyways my question is: is this normal for people using the vafc? thanks

I'd check tps to make sure its not loose.

check voltage at 1/2 throttle to see if that fluctuates.

i just went outside and tested it again...... while the car is not running it reads steady but when im driving it fluctuates
