vacuum problems??

vacuum problems??
My car idles fine at 20hg. But as soon as I put it in gear the vacuum jumps to 10hg. This is without pressing on the throttle. Is this normal? I thought it was suppose to stay at 20hg when I put it in gear and move to a positive reading when i press the throttle. Any ideas on what to check on?
