no. USDM ITR header = 4-2-1
and 98+ spec JDM ITR header = 4-1

i believe the JDM ITR Header had a bigger collector as well.

JDM 96-7 SpecR = 4-2-1 (2.5" collector) = exhaust manifold
USDM 97-01 R = 4-2-1 (~2" collector) = exhaust manifold

JDM 98-01 SpecR = 4-1 (2.5" collector) = header

both the USDM 97-01 and JDM 96-7 share the same upper piece of the exuast manifold
