Default universal cat

I have a 95 honda civic ex v-tec and i barely failed smog in cali ( see other post) with high hc and no. i believe after my tune up i will probably fix the high hc but i believe i need to get a new cat to fix the high no. I talked to my mechanic that my cat is an obd2 cat and it will cost me to $345 for a obd2 cat and installed. I went to napa and they sell a universal cat for 68 bucks. I talked to my mechanic and he said its not an obd2 cat and it will not work. i just need a second opinion on this situation cuz i need to get my car smogged by today so i could sell it to my friend.

if it has a O2 bung then its fine. Obd2 = 2 o2 sensers
