I'm pretty sure it doesnt' come with a small radiator type oil cooler. It's more like a little loopish thing between the oil pump and pan.. most hondas are like that, pretty sure the ITR is the same.

no radiator type thing but there is one on the back of the block

What they are trying to describe is that the ITR oil cooler (in fact all Honda oil coolers) are oil->water coolers which sandwich between the oil filter and the block and have coolant running through them to pull heat from the oil.
