Default Turning over but not starting.

So I'm buying a civic but not paying for it till it's running. I'm pretty sure because the guy before was running a turbo+nos set up the timing is way off, to get it running all i have to do is advance the timing back to normal right? I'm new to the Honda game so sorry if this is an obvious question answer scenario. Just trying not to blow up my car (:

You cannot move the distributor far enough forward or backward (advance or retard) to make the car NOT run... so your suggestion that the timing was "retarded" because of a power adder is flawed. If the mechanical timing is off, it isn't because of a turbo or NOS install. Check the timing belt.

Check your timing at the belt like JRCivic1 said and if that's fine then check if you have fuel and spark.

ok I'm going to work on it here in a minute, I'll try to make sure the timing belt is in the right places. Let you k iw what happens. Appreciate it man.
