Default tuning issue?

hey what's up. i need some help trying to pinpoint a problem i've been having with my car. i have a 2000 integra gsr with a semi-built head and bolt ons. i had a chipped p28 on my car and it ran fine. But I'm really **** about sticking with what came with my car so i swapped it out for an obd1 p72.(i really wanted the knock sensor and iab's back). anyways when i picked up the ecu it was already socketed and chipped with what turned out to be almost a stock fuel map, slightly more timing and a higher redline. at around 3000 rpms and probably 25-50% throttle it feels like the car is missing all the way to 5000 rpms. it stutters a little and it's just really annoying. Does anybody know what this may be? I got another chip burned for it and I tuned it with a wideband and everything seemed to be cosher in the a/f ratio. we pulled out timing in the 3-5k rpm range and it didn't change a whole lot. all sensors are turned on and there is no cel or anything. still gets great gas mileage and runs great at light and full throttle. Could it be an o2 sensor, knock sensor, or just a bad ecu. someone help me out please!!
thanks

Cut the jumper that activates the chip and see where that gets you.Program you are running is probably meant for an entirely different setup.

problem is on the low cam. i am running a stock obd1 low cam map (FUEL AND TIMING). therefore the jumper idea wouldn't net any results. got another chip burned for it with no knock sensor and it got a little better. i'm going to try some colder plugs. thanks for the input though.
