is it true?
i called a machine shop the other day to inquire about hot tanking my block. he asked me how much mileage was on the engine and i told him over 100,xxx. he told me then that i need to bore the cylinders 1 size over. why is that? and also will that raise my compression? thanks!
the machine shop takes the block and dips in a vat of hot chemicals. the purpose is to remove every spec of all the gunk that is built up.

You should not need to overbore the cylinders unless they are scored (grooved) or you want the extra displacement. Likewise, if the original pistons are in good shape, clean 'em up and reuse them if desired...
The machine shop is probably more familiar with other engines where the cylinder walls do not hold up like a Honda.
