Battery case construction in 'The Old Days' did allow the charge to escape throught the case if placed on concrete. Today's batteries have plastic cases and won't 'leak' the charge. However, if you really wanted to get technical... concrete can be a whole lot colder than the ambient air temperature. The solution in the battery could stratify (warmer on top than the bottom). This temperature difference can cause a slight discharge within the battery, but it's pretty minor.

well it is true that if you leave a bettery on a cement floor for a period of time. It will drain the power from it. The chemistry effect of grounding the battery happens when left on a cement floor. Now, If you put a block of wood underneath the battery, or some kind of non-electrical conductive material it won't drain its power.

But your friend, outright says it's dead by just looking at it is kinda hard to believe when you haven't tried testing the battery out yet (if you haven't yet). Test it out and if it's still good, put some kind of barrier between the cement ground and the battery like I suggested.
