Default Transmission Code P0740 TCC

Question is, has anyone ever fixed a code P0740 without replacing the transmission. The torque converter will not lock up on my 97 Accord SE, and the code sets after a few minutes of highway driving. The first hint of a problem, came a few weeks ago, when it had a delayed engagement on cold start up. Fluid level/quality looked good, so i put a bottle of Lucas trans conditioner in it. Seemed to be better as the delay is only a few seconds when its cold. Now its setting a TCC code. I ohm checked the 2 solenoids and they checked fine. They also "click" loudly when power is applied to them. Dont think its a solenoid problem. This trans has 140K miles on it and shifts fine in all gears except lock-up....I have heard of TSB 98-040 but dont have access to it.....Bad converter ?? Converter "O" ring ??.......3gdude
