Default TPS question

could a TPS still bad w/ out throwing a code?// The issue im having is my d16z6 feels like its climbing up hill at low rpms. When at idle it seems to b ok til i some what feather the gas and it drops real low to where it wants to stall out but it doesnt, and i would have to advance the timing a little bit for it to idle somewhat better.

ive done these so far
-replace whole dizzy
-plugs and wires
-different IAVC
-fuel filter\
-air filter
-cleaned out my TB
-timing TDC is dead on

the one thing i did notice is while i was spraying soapy water that there is a leak through the TPS gasket (by throwing some bubbles after i pressed the throttle and created pressure through there).. hope i can shed some light w/ this
