Tow Hook
Are you referring to aftermarket add-on tow hooks that protrude out from behind/beneath the bumper? The intended purpose of these is not to be used to tow the car around town or to an event, but rather to serve as an easy attachment point for towing the car off the track if something goes wrong. If a driver has a sudden catastrophic equipment failure and ends up against the wall at a weird angle or in a ditch, there isn't always room for a tow truck to easily attach and pull the car out. Tow hooks can make it easier to hook up a tow strap and pull the car back to the staging area without causing excess damage to body panels(stock tow hooks may be obstructed by bumpers, etc). Of course, most of the people who have aftermarket tow hooks will probably never use them for their intended purpose, so they end up being flashy appearance pieces in those cases.
