Default Tire Spins on jackstands while in reverse with car off

I'm trying to set my pedal stop on my tilton master cylinder, to do this I need my tire to lock up but for some reason it spins freely. The car is currently on jack stands and when I put it in any gear I can still spin the wheel with my hand. If I put it in first gear and turn the crank the wheel moves forward, if I put it in reverse and turn the crank the wheel moves backward. The trans is freshly rebuilt with no oil yet, the motor is freshly built and does not have the spark plugs but this wouldn't matter because when the wheel is spinning I can see that the flywheel is not moving. Am I missing something here or is my trans messed up?

Trans: Freshly built GSR w/ OBX LSD new syncros and sliders
Engine: Built B18C
Clutch: Tilton Twin Disk
Release Bearing: Tilton Hydraulic Release Bearing
Master Cylinder: Tilton 3/4 Master Cylinder

Normal behaviour caused by differential. You'd need to somehow lock one of the wheels from turning. Just putting it in gear while tire is off the ground will not stop it from turning. If you look carefully while turning one wheel, you'll see the other one turning the opposite direction.

Ha well I only have one axel right now so that probably explains the other tire not spinning Can you think of any other way I can easily tell if the clutch is engaged or not. I was planning on trying to spin the wheel while someone else pushes in the clutch, I thought the tire would start being able to spin when the clutch was pushed to it engagment point.
