Timing Queastion

ok, what do you see wrong here?
Is it, Camshafts are off? The crank isnt at TDC along with the cams? The belt is wayyy to loose in between the cams?
What happened, was when i was doing the H23 tensioner conversion, one of the cams, "slipped" so the cams were missaligned. I put them back to be matching and then put the belt back on, and manual crancked them to TDC(no i didnt put them to TDC before i took the belt off to do the H23 conversion). Yes im a newb to timing. Common sense tells me that crank arrow should be pointing straight up just like the cams, but the cams didnt "slip that much". I pretty much dont know what to do now. Like im clueless now.
Also another question: Ibe manuall cranked it probably like 1 full cycle. which way are you supposed to turn it when your standing from the flywheel/tranny side? Clockwise?
The cam gears look good, the arrows are supposed to be pointing up and there should be two small indentions that point towards each other in the middle. The belt does look loose to me, looking at my H22 the belt is straight across between the cam gears. Also, the engine turns counter clockwise if you are looking at it from this side (I think all Honda motors turn this way up until the K series). Hope that helps some. Look at a manual just to be safe.
I don't really care for the story of what happened, this is how you fix it:
Take that belt off the cams, turn the crank to TDC, get the exhaust cam straight up, then slip the belt 1/4" onto it, you shouldn't have enough slack to even barely get the intake cam on, just work with it, and keep that bastard at TDC.

i usually put the belt on the crank > tensioner (set to full loose--stretching the spring) > water pump > INTAKE cam > then EXHAUST cam.
after you get the belt on, loosen the nut holding the tensioner and turn the crank by hand about 3 teeth on the cam gears. after doing that, tighten the tensioner nut and everything should be tight.
