Default Timing Belt tension problem

Ok I have a 1998 honda crv B20B4,bought it with a blown headgasket-took the head and sent it off to have it machined and rebuilt-the head was milled I believe .029 (29oo thousandths?)-so I got it almost all back together and the timing belt will not tighten,its way too loose at the top(bottom seems to be ok)

I used a stock headgasktet from honda-is there a way to get more tension on the belt since I assume the milling of the head is the cause of this?

Really need help on this need to get this car running asap.

Milling the head has nothing to do with it. Either incorrect procedure, wrong belt or faulty tensioner.

did you re loosen the tensioner to put the belt back on and neglect to tighten it down while tensed?

check the spring and did u rotate the crank counterclockwise b4 u tigthen to get the slack out then tighten
