Default timing belt help

ok i replaced the head gasket. before i started i made sure every thing was a t tdc. i took every thing a part. replaced the head gasket. put the head on. put the cams in theen the caps. now heres my problem when i was messing with the tensioner to line every thing up the intake cam wouldn't spin the ex. cam does. any ideas. i hope i didn't bend a valve. it's on a b16a2. all stock. i need help asap. thanks

take that cam back apart and re install it, maybe you put it together wrong

k on the cam caps theres numbers 2 3 4 are those suppose to be on the ex side or the intake side.are the arrows suppose to be facing the dizzy or the cam gears
