Timing belt doesn't fit??

Someone must be able to tell me what I'm doing wrong.. this is not a new timing belt, I just pulled everything out to put in my valvesprings and retainers.
There's not enough slack to move over another tooth.. if I tighten the belt down this way, the exhaust ends up advanced and none of the marks line up at TDC. I'm probably doing something stupid... I hope?

I hate timing belts just as much as you do. I ran into this problem and was given advice through two threads

Thanks man.. that guy's run on sentence made a little sense once I read it a few times. I think I got it to go on right now.
