What is the diference? Or witch one is the beter....

Is it posible to have lower tie bar and sway bar at the same?

the only exception is if you've done a b swap, then you need a little extra strength/stiffness for the additional weight - honda calls it a performance bar.

I find upper tie bar (neuspeed). I think what's the difrence betwen upper tie and strut bar?

I need it for my suspension. I have CRX with KW suspension kit (version 3).
Now I am looking for rear/front strut bar, rear tie bar, front/rear sway bars, ES master kit and ingalls chamber kit (front/rear).

that's alot of crap to put on your car. I would highly doubt you'll need all that.. why don't you just put a cage in and be done?
