this tube coming out of the TB circled in red is suppose to have suction when the hose to the canister is off correct?

 

I dont think it has 'suction' cuz if you leave this specific spout uncorked while the car is running the idle doesn't change like it would if you would uncorke the MAP vacuum tube. But yes, the hose from the charcoal canister leads to that spout.
