Threw Code 45 in 96 civic
primary O2 sensor. Or it's working and the car is really running too rich or too lean. In that case could be: fuel pressure regulator, fuel filter, fuel injectors, MAP sensor or vacuum leak.
it's the primary O2 sensor then, that's the one before your cat, on the header side. $400 is way too much! more like $70 for a new one. Unless you have one of those ultra lean buring civics (not sure what year that was) then it's more like $200.
Car has major hesitation and is running rich. Car also has some type of hissing sound but nobody can find the noise. Could this mean it is not the sensor? Mechanic said he thought there was a vacuum leak but couldn't find it.

If the car has less than 150,000 miles on it, take it to a dealer to get it checked out and repared for free. (Under the emmision extension warranty.)
