taking intake mani off. questions

IACV blockoff?
Today i took off my IACV for a cleaning, when i noticed something strange.. #1 their are no coolant lines running to the IACV. #2 i noticed when i took it off that the 2 holes were blocked off by a piece of ******* thick paper 
... wtf? is this why my cars idle roams a little bit? It is constantly going from 1k-1.2k-1k-1.2k-1k-1.2k... I had to turn the idle up to about 1k becuase when its cold it wouldnt stay running!!!! Please help
